Agentic AI does not scale without the data foundation

Agentic AI is easy to demo and hard to trust at scale.

The reason is usually not the model alone. It is the operating environment around it: the data, the permissions, the workflow state, the policy boundaries, the evidence trail, and the human approval model.

A recent McKinsey article on building the foundations for agentic AI at scale makes a clear point: organizations cannot scale agents safely if the underlying data and governance environment is fragmented. Agents need reliable access to the right context, shared definitions, continuous quality controls, and a way to operate inside enterprise rules.

For regulated financial institutions, that lesson is especially important.

The foundation is not just data. It is governed context.

Financial workflows do not depend on raw data alone. They depend on context that can be trusted.

A case may require customer information, transaction activity, prior reviews, external signals, document history, policy logic, approval thresholds, and notes from different teams. Some of that information is structured. Some is unstructured. Some is sensitive. Some is only relevant at a specific step. Some should never be visible to a particular user or agent.

That means the foundation for agentic AI cannot simply be broad access. It has to be governed access.

Agents need to know what they can retrieve, what they can use, what they can write, when they must stop, and what must be recorded. Without that structure, more autonomy can create more risk, even when the model itself performs well.

Scaling starts with the workflow

A useful way to make the problem practical is to start with one high-impact workflow.

Instead of trying to modernize the entire data estate before anything reaches production, institutions can identify a bounded workflow where the business case is clear and the control model can be designed end to end. The team can then define the evidence required, the systems involved, the policy gates, the escalation paths, the telemetry, and the outputs that must be available for review.

That workflow-first approach creates reusable patterns. The connectors, permissions, data products, semantic definitions, playbooks, and audit artifacts developed for one workflow can often be extended to adjacent workflows over time.

This is a more practical path than starting with a broad platform abstraction and hoping operational value appears later.

Agents need shared meaning

One of the hardest parts of agentic AI is not retrieval. It is interpretation.

Different systems can describe the same customer, entity, case, product, exposure, or risk signal in different ways. If agents act on inconsistent definitions, they can produce inconsistent outcomes. This becomes more important as workflows move from single-agent tasks to multi-agent coordination.

That is why semantic structure matters. Institutions need shared definitions, clear relationships between entities, and a way for agents and humans to understand the same workflow state. Without that foundation, the institution may have data access but still lack operational clarity.

Auditability has to be produced by the workflow

In regulated environments, it is not enough to know that an agent produced an answer. The institution needs to reconstruct what happened.

What information was accessed? Which policy version applied? What action did the agent take? What did it recommend? When did it escalate? Who approved the next step? What evidence supports the final outcome?

The strongest agentic systems will make that evidence a byproduct of execution. The workflow should automatically preserve inputs, actions, tool calls, timestamps, approvals, exceptions, and outputs in a durable form. That is what makes the system governable, not just useful.
